The problem is that the Right and the Republicans haven't managed to do so in a compelling way - only in a very partisan way. At this very moment, the mood in the country is that only Democrats are capable of reforming Democrats because only Democrats don't hate everybody else. That's not true, but Republicans have ceded the voice of reason to Donald Trump, and behind him is exactly nobody, except maybe Pence and McConnell in the last couple weeks. Insufficient.
