I think I understand but what about how humans perceive justice?

Humans perceive justice inconsistently. That is why there's a difference between justice and revenge. Revenge is whatever satisfies the emotional bloodlust of the offended party. Justice requires the consistency of laws, processes and punishments. It may not satisfy the victims, but we should know that some victims are more anti-fragile than others.

If we let victims decide how severe punishments should be according to how butthurt they are, we have something even worse than tribalism. You could at least expect a tribal chief to be as consistent as his warlords expect him to be for their honor.

We still know 'an eye for an eye' because it a consistent standard of justice from Biblical times. What do we know about the punishments for a man who steals a goat?
